Phil and Steve Tilley founded Horizon Construction (East Anglia) in 1999. It was their joint vision and determination from the outset to develop a company which would become recognised for high-quality construction projects and customer service.

Phil has extensive knowledge and experience of the construction industry and a career which expands over 30 years. He is responsible for developing a successful culture of leading and innovative practices within the company to ensure only the best outcome for clients.  Phil leads a team which is focused on delivering the company’s mission statement and values.  His passion for ensuring quality results and customer satisfaction has been paramount in the success and growth of the business.

Whilst overseeing all operations within the company, Phil is always keen to have early involvement in client projects in order to use his experience to guide the technical design to the best and most economical solution for clients.  This approach is proven to lead to a successful and smooth build process, and ultimately achieving an enjoyable journey for the customer and a long relationship with the company.

Before forming Horizon Construction, Phil worked on site as a setting out engineer, progressing to site and contracts management for a mix of developers and national building contractors. Phil’s experience led him quickly into a senior level of management and gained the trust of several key personnel across the construction industry, which ultimately created the springboard to form Horizon Construction.

Phil has a BSc in Building Surveying and is a member of the Chartered Institute of Building.

You will normally find Phil outside of work sailing, boating, skiing, travelling or socialising with friends and family.
